A development rarely needs just one kind of engineering. A subdivision or new site may need geotechnical investigation, civil design, surveying and sometimes geophysics. On many projects, those inputs come from different firms, leaving the client to manage the gaps between them.
Cook Costello brings those core technical inputs together. Our geotechnical, civil, surveying and geophysics specialists work as one team from feasibility through design, consenting and construction. That means the survey informs the civil design, the ground investigation informs the earthworks and foundations, and the parts that depend on each other are considered together rather than re-explained from firm to firm.
Where a project needs input outside our scope, such as planning, architecture, traffic or environmental advice, we identify that early and work alongside the right specialists. We work across Northland, Auckland, Wellington and Christchurch, with knowledge of local ground conditions, infrastructure constraints and council requirements in each region.

Feasibility and development strategy
Before you commit to a site or price, it helps to understand what you are actually dealing with. We assess the ground conditions, slope and natural hazards, access, service capacity, site levels and likely development constraints that shape what can be built, at what scale and at what cost. Because our geotechnical, civil and surveying teams look at the site together, you get an early, evidence-based view of the risks, constraints and likely engineering requirements before significant money is committed. Where the key issue is planning, we flag that early and work alongside the right planning advice.

Engineering and survey input for resource consent
Most developments need resource consent, and much of the application relies on clear engineering and survey evidence. We prepare the geotechnical reports, civil and infrastructure design, stormwater and hazard assessments, and survey plans that support the consent process. We also liaise with council on the engineering and survey aspects of the application. Where a project needs planning advice or a planning assessment, we work alongside the right planner. Because our engineering and survey inputs are coordinated from the start, the application is more joined up and there is less back-and-forth between separate consultants.

Civil, geotechnical and structural design
The core engineering of a development depends on several disciplines working together. Geotechnical work confirms what the ground can support. Civil design turns the site into a serviced, buildable development through earthworks, roading, stormwater, wastewater and water supply. Structural design covers retaining walls and other built structures where required. Because these disciplines sit within one team, the ground investigation feeds the earthworks and foundation decisions, and the survey feeds the civil design, rather than being passed between firms.

Construction phase support
A development is only successful if it is built in line with the approved design and consent conditions. We stay involved during construction through site monitoring, inspections, set-out, testing support, as-built surveys and certification. That may include geotechnical sign-off for earthworks and foundations, civil and structural inspections, survey set-out and as-built records. Because the construction support comes from the same team that designed the work, site questions can be answered by people who already understand the project.

Titling and subdivision certification
Resource consent is not the final step in a subdivision. New lots only become saleable titles once the cadastral survey, certification and LINZ process are complete. Our licensed cadastral surveyors define the new legal boundaries, prepare the survey plans and certification, and lodge the required documentation with Land Information New Zealand. Having this capability in the same team means the final titling stage can follow on from the design and construction work, rather than being handed to a separate surveyor at the finish line.

A lead contact stays across the project from feasibility through to titling, coordinating our geotechnical, civil, structural and survey inputs so they stay aligned with your programme, budget and consent requirements. Where a project also needs others, such as a planner, architect, traffic engineer or environmental specialist, we work alongside them and make sure our inputs fit with theirs.
